A Mission Rooted in Community
Prime Concepts Community Development Corporation (PCCDC) was founded on a simple but powerful belief: every person deserves the opportunity to thrive. Based in Hampton, Virginia, PCCDC serves families and individuals across Hampton Roads through a comprehensive, seven-pillar framework known as THRIVES™ — an acronym that captures the full spectrum of community well-being.
Since its founding, PCCDC has worked at the intersection of housing, workforce development, financial empowerment, food security, youth development, independent living, and community revitalization. Rather than addressing one need in isolation, the organization takes a holistic approach — recognizing that lasting change requires stability across every dimension of life.
The THRIVES™ Framework
Each letter in THRIVES™ represents a pillar of community well-being that PCCDC actively works to strengthen:
Training & Workforce Development
PCCDC connects residents with job training, certification programs, and employment pathways that lead to sustainable careers. Partnerships with local employers and training institutions ensure that participants gain skills aligned with real market demand.
Housing Affordability
Safe, stable housing is the foundation of everything else. PCCDC provides housing counseling, connects families with affordable housing resources, and advocates for policies that expand access to quality housing across Hampton Roads.
Revitalized Communities
Neighborhood revitalization goes beyond physical infrastructure. PCCDC works to strengthen the social fabric of communities — supporting local businesses, improving public spaces, and fostering civic engagement among residents.
Independent Living & Supportive Housing
For seniors, individuals with disabilities, and others who need additional support, PCCDC connects clients with services that promote independence, dignity, and quality of life — including case management and supportive housing referrals.
Vibrant Youth & Families
Strong families build strong communities. PCCDC's youth and family programs provide mentorship, after-school support, parenting resources, and family stabilization services that help the next generation of Hampton Roads leaders flourish.
Economic & Financial Empowerment
Financial literacy is a cornerstone of long-term stability. PCCDC offers workshops, one-on-one coaching, and resources on budgeting, credit building, debt reduction, and wealth creation — equipping families with the tools to build lasting financial health.
Sustenance & Food Security
No one can thrive on an empty stomach. PCCDC addresses food insecurity through direct food assistance, SNAP enrollment support, nutrition education, and partnerships with local food banks and pantries serving Hampton Roads.
Impact Across Hampton Roads
PCCDC's reach extends across the Hampton Roads region — a diverse metropolitan area of more than 1.8 million residents spanning seven cities and four counties. The organization serves individuals and families at every stage of life, from young adults entering the workforce to seniors navigating retirement and health challenges.
Through its programs, PCCDC has helped families secure stable housing, connected job seekers with living-wage employment, provided emergency food assistance to households in crisis, and guided individuals through the process of building credit and financial resilience. Each success story represents not just one person helped, but a ripple effect that strengthens entire families and neighborhoods.
Leadership with Purpose
PCCDC is led by Founder and President Abdul R. Sesay, whose personal journey from adversity to community leadership informs every aspect of the organization's work. Sesay's vision is grounded in the conviction that community development must be driven by the community itself — that the people most affected by poverty, housing instability, and economic inequality are also the most capable of leading the solutions.
Under his leadership, PCCDC has built a governance structure that reflects its values: a board of directors committed to transparency, accountability, and community-centered decision-making. The organization's 501(c)(3) status and EIN 42-2737019 reflect its commitment to operating with integrity and public trust.
