Prime Concepts Community Development Corporation ("PCCDC," "we," "us," or "our") is an IRS-recognized 501(c)(3) public charity headquartered in Hampton, Virginia. This Privacy Notice explains how PCCDC collects, uses, shares, and protects personal information across all three of its permanent organizational areas.

Please read this notice carefully. Accessing our website or submitting information to us does not, by itself, constitute consent to all uses described here. Where specific consent is required by applicable law, we will seek it separately.

Local Charity

THRIVES™ programs, assistance, housing-related services, workforce development, education, youth and family programs, Community Ambassadors, and local partnerships.

International Charity

Global programs, diaspora initiatives, international partnerships, country programs, and career and service opportunities.

PCCDC Official Store

Merchandise purchases, payments, fulfillment, shipping, returns, and customer communications at shop.pccdc.org.

Scope and Organizational Areas

This notice applies to personal information collected through PCCDC's three organizational areas and all associated digital and physical channels, including:

  • Local Charity — THRIVES™ program applications and assistance requests; housing-related service inquiries; workforce development and education programs; youth and family programs; Community Ambassador enrollment; volunteer and partnership forms; and local outreach activities.
  • International Charity — global program inquiries; diaspora engagement initiatives; international partnership communications; country program participation; and career and service opportunity applications.
  • PCCDC Official Store — merchandise purchases, payment processing, order fulfillment, shipping, returns, and related customer communications at shop.pccdc.org.
  • Website and digital channels — pccdc.org and associated subdomains, social media pages, email communications, and events.

This notice does not apply to third-party websites, platforms, or services that we link to. We encourage you to review the privacy policies of those third parties before providing them with personal information.

Information We Collect

Information You Provide Directly

  • Contact and identity information — name, mailing address, email address, phone number, and similar identifiers provided when you contact us, register for programs, apply for assistance, or sign up for updates.
  • Program and assistance information — household composition, housing status, employment status, income range, program interests, and other details you provide when applying for Local Charity or International Charity programs. We collect only what is necessary to assess eligibility and deliver services.
  • Contribution information — name, mailing address, email, and contribution amount when you make a charitable contribution. Payment card and financial details are processed by our payment processor and are not stored on PCCDC systems. See Section 5 for more.
  • Store purchase information — name, shipping address, email, and order details when you purchase merchandise. Payment details are handled by our payment processor.
  • Volunteer and Ambassador information — skills, availability, interests, and background information you provide when applying to volunteer or become a Community Ambassador.
  • Career and opportunity applications — résumé, work history, education, references, and other information submitted when applying for positions or service opportunities.
  • Communications — the content of messages, inquiries, feedback, and attachments you send to us through forms, email, or other channels.
  • Event registration — name, contact details, and event-specific information when you register for PCCDC events.

Information Collected Automatically

  • Device and browser information — IP address, browser type, operating system, device identifiers, and similar technical data.
  • Usage data — pages visited, time spent, links clicked, search queries on our site, and session information.
  • Cookies and similar technologies — see Section 13.

Information from Third Parties

We may receive information about you from third-party sources such as social media platforms (when you interact with our pages), analytics providers, and referral partners. What we receive is governed by those third parties' own privacy policies.

How We Use Your Information

We use personal information to:

  • Assess eligibility for and deliver Local Charity and International Charity programs and services;
  • Process contributions and issue acknowledgment letters as required by law;
  • Process merchandise orders, payments, fulfillment, and returns through the PCCDC Official Store;
  • Communicate with you about your application, inquiry, order, or contribution;
  • Send program updates, newsletters, and mission-related communications (you may opt out at any time);
  • Recruit, screen, and onboard volunteers, Community Ambassadors, and staff;
  • Plan and administer events;
  • Improve our website, programs, and services through analytics;
  • Comply with legal obligations, including IRS reporting requirements applicable to 501(c)(3) organizations;
  • Detect and prevent fraud, abuse, or unauthorized activity;
  • Respond to legal process or government requests as required by law; and
  • Fulfill any other purpose described at the time information is collected.

We do not sell personal information. We do not use program application data for commercial advertising purposes.

How We Share Your Information

Service Providers

We share information with vendors and service providers who help us operate our programs, website, and store — including payment processors, email delivery services, website hosting providers, and analytics tools. These parties are permitted to use information only to provide services to PCCDC and are subject to appropriate confidentiality obligations.

Partner Organizations

With your knowledge and, where required, your consent, we may share information with community partner organizations, government agencies, or referral services when doing so is necessary to connect you with assistance or services you have requested.

Analytics and Outreach Partners

We may use analytics services (such as Google Analytics) to understand how visitors use our website. These services may collect information through cookies. We may also use social media platforms (such as Meta/Facebook) for outreach and awareness purposes. For more information, see Section 13.

Legal Requirements

We may disclose information when required by law, court order, or government request, or when we believe disclosure is necessary to protect the rights, property, or safety of PCCDC, our program participants, or the public.

Organizational Transactions

In the event of a merger, acquisition, reorganization, or transfer of assets, personal information may be transferred as part of that transaction, subject to the same protections described in this notice.

With Your Consent

We may share information for other purposes with your explicit consent.

We do not sell, rent, or trade personal information to third parties for their own marketing purposes.

Contributions

When you make a charitable contribution to PCCDC, we collect your name, mailing address, email address, and contribution amount. This information is used to:

  • Process and acknowledge your contribution;
  • Issue written acknowledgment as required by IRS regulations for contributions of $250 or more;
  • Maintain records required for our 501(c)(3) status; and
  • Send mission-related updates (you may opt out at any time).

Payment card and financial account details are processed by our payment processor and are not stored on PCCDC systems. PCCDC does not share contributor information with third parties for their own marketing purposes.

Contributions are separate from merchandise purchases made through the PCCDC Official Store. Merchandise purchases are not charitable contributions and do not generate tax-deductible receipts.

PCCDC is an IRS-recognized 501(c)(3) public charity (EIN: 42-2737019). Qualifying charitable contributions may be tax-deductible to the extent permitted by law. No goods or services are provided in exchange for contributions unless otherwise stated. Consult a qualified tax advisor regarding deductibility.

Children's Privacy

Our website and general digital channels are not directed to children under the age of 13, and we do not knowingly collect personal information from children under 13 through those channels without verifiable parental consent.

PCCDC operates youth and family programs that may serve minors. Information collected in connection with those programs is collected directly from parents or legal guardians or with their consent, and is used solely to deliver program services. Such information is not used for commercial purposes.

Photos, Videos, and Testimonials

PCCDC may photograph or video-record events, programs, and community activities for use in communications, reports, social media, and fundraising materials. Where practicable, we provide notice at events where recording may occur.

If you provide a written or recorded testimonial, you grant PCCDC a non-exclusive, royalty-free license to use that testimonial in our communications and materials. We will seek your explicit permission before using your name, image, or likeness in materials that identify you individually as a program participant.

If you wish to withdraw consent for use of your image or testimonial, contact us at [email protected]. We will honor reasonable requests, subject to content already in distribution.

9.

International Transfers

PCCDC is based in the United States. If you access our website or submit information from outside the United States, your information will be transferred to and processed in the United States, where data protection laws may differ from those in your country.

In connection with our International Charity programs, we may also transfer or share information with partner organizations or program coordinators in other countries. We take reasonable steps to ensure that such transfers are handled responsibly and in a manner consistent with this notice.

By submitting information to us, you acknowledge that your information may be transferred to and processed in the United States and, where applicable, in other countries in connection with our international programs.

Data Retention

We retain personal information for as long as necessary to fulfill the purposes described in this notice, comply with legal obligations (including IRS record-keeping requirements applicable to 501(c)(3) organizations), resolve disputes, and enforce our agreements.

Program application and assistance records may be retained for multiple years to support program evaluation, grant reporting, and regulatory compliance. Contribution records are retained as required by applicable tax law. Store transaction records are retained as required for financial and legal purposes.

When information is no longer needed, we take reasonable steps to securely delete or de-identify it.

Security

We implement reasonable administrative, technical, and physical safeguards designed to protect personal information from unauthorized access, use, disclosure, alteration, or destruction. These measures include access controls, encrypted transmission for sensitive data, and periodic review of our security practices.

No information system can be guaranteed to be 100% secure. We cannot guarantee the absolute security of your information. If you have reason to believe that your interaction with us is no longer secure, please contact us immediately at [email protected].

Your Privacy Rights and Requests

Depending on your location and applicable law, you may have certain rights regarding your personal information, which may include the right to:

  • Access the personal information we hold about you;
  • Request correction of inaccurate or incomplete information;
  • Request deletion of your personal information, subject to legal retention obligations;
  • Opt out of receiving marketing or informational communications from us; and
  • Lodge a complaint with a relevant data protection authority.

To opt out of marketing emails, use the unsubscribe link in any email we send you or contact us directly. You may continue to receive transactional or program-related communications necessary to service your account or application.

PCCDC does not discriminate against individuals who exercise their privacy rights.

Cookies and Tracking Technologies

Our website uses cookies and similar technologies to support site functionality, analyze usage, and, where applicable, support outreach and awareness activities.

Types of cookies we may use

  • Strictly necessary cookies — required for the website to function (e.g., session management, form security). These cannot be disabled without affecting site functionality.
  • Analytics cookies — help us understand how visitors use our site (e.g., Google Analytics). These collect aggregate data about page views and user interactions.
  • Social media and outreach cookies — may be set by platforms such as Meta/Facebook when you interact with embedded content or social sharing features on our site.

We describe only cookie controls that have been configured and tested on our site. We do not represent that a specific cookie consent management platform is active unless one has been installed and verified.

Artificial Intelligence

PCCDC may use artificial intelligence (AI) tools to support internal operations, communications, content development, and program planning. Where AI tools process personal information, we take reasonable steps to ensure that such use is consistent with this notice and applicable law.

We may update this Privacy Notice from time to time to reflect changes in our practices, programs, or applicable law. When we make material changes, we will post the updated notice on this page with a revised "Last updated" date. We encourage you to review this notice periodically.

Continued use of our website or submission of information to us after a revised notice is posted constitutes your acknowledgment of the updated notice. Where required by law, we will seek your consent for material changes.
