Community development means strengthening both people and the places where they live. PCCDC's Revitalized Communities pillar focuses on improving the physical, social, and economic conditions of neighborhoods in Hampton Roads — through rehabilitation, beautification, resident engagement, and responsible community investment.

Purpose

Why Community Revitalization Matters

The physical condition of a neighborhood shapes the health, safety, economic opportunity, and quality of life of everyone who lives there. Vacant properties, neglected public spaces, deteriorating buildings, litter, and limited community resources can erode neighborhood confidence and create barriers to progress that affect residents, businesses, and institutions alike.

PCCDC's revitalization work is grounded in the belief that community development must include intentional investment in the places where people live — not just the people themselves. When neighborhoods are clean, safe, and well-maintained, residents are more likely to invest in their homes, businesses are more likely to locate nearby, and community pride grows.

PCCDC seeks to serve as a catalyst for neighborhood transformation — working alongside residents, local organizations, government agencies, and community partners to restore dignity and opportunity to underserved communities.

Property Rehabilitation

Property Rehabilitation

Deteriorating and abandoned properties are among the most visible signs of neighborhood disinvestment. They reduce property values, attract illegal activity, create safety hazards, and signal to residents that their community has been overlooked.

PCCDC may seek to acquire, rehabilitate, preserve, lease, or support properties for charitable and community-benefit purposes when financially and legally appropriate. This may include residential rehabilitation to expand housing quality, adaptive reuse of underutilized structures, and support for property improvements that benefit the surrounding neighborhood.

All property-related activities are subject to PCCDC's financial capacity, legal authority, and organizational readiness. PCCDC does not guarantee the acquisition, rehabilitation, or management of any specific property.

Neighborhood Beautification

Neighborhood Beautification

The appearance of a neighborhood communicates its value to residents and visitors alike. PCCDC seeks to support beautification efforts that improve the visual character and livability of Hampton Roads communities. Potential activities may include:

  • Community cleanups and litter removal campaigns
  • Landscaping and green space improvements
  • Community gardens and urban agriculture initiatives
  • Public-space improvements and streetscape enhancements
  • Tree planting and environmental beautification
  • Volunteer improvement projects and neighborhood workdays
  • Beautification campaigns that engage residents and local businesses

Vacant & Underutilized Properties

Vacant & Underutilized Property Revitalization

Vacant and underutilized properties represent both a challenge and an opportunity for community development. Left unaddressed, they contribute to neighborhood decline. Transformed with intention, they can become assets that serve the entire community.

PCCDC seeks to explore opportunities to convert neglected properties into productive community assets. Depending on location, condition, and community need, vacant properties may potentially become affordable housing, workforce training centers, community gathering spaces, urban gardens, food distribution sites, or other uses that serve residents and strengthen the neighborhood.

PCCDC's approach to vacant property revitalization is guided by community input, financial feasibility, and alignment with the organization's charitable mission.

Community Facilities

Community Facilities

Access to community facilities is essential for delivering programs and services that strengthen neighborhoods. PCCDC seeks to support the development and improvement of spaces that serve residents across multiple THRIVES™ pillars. Potential facilities may support:

  • Workforce training and job readiness programs
  • Youth programs and after-school activities
  • Food distribution and nutrition education
  • Financial education and economic empowerment workshops
  • Community meetings, listening sessions, and civic engagement
  • Computer access and digital literacy training
  • Volunteer coordination and community service activities

Resident Engagement

Resident Engagement

Sustainable community revitalization requires the active participation of the people who live in the neighborhoods being served. PCCDC seeks to engage residents as partners — not just recipients — in the revitalization process.

Potential engagement activities may include community meetings and town halls, neighborhood surveys and listening sessions, door-to-door outreach and resident conversations, volunteer participation in improvement projects, and community ambassador programs that connect residents to resources and opportunities.

Economic Revitalization

Economic Revitalization

Physical revitalization alone is not sufficient to transform a community. Economic revitalization — creating jobs, supporting local businesses, and building wealth — is equally essential to long-term neighborhood stability.

PCCDC seeks to support economic revitalization through entrepreneurship development, local business engagement, workforce initiatives, vendor opportunities for community members, and community events that activate neighborhood spaces and generate economic activity.

PCCDC is a developing organization. The roles below represent potential opportunities as programs grow. Positions marked OPEN are actively recruiting; all others are developing or future opportunities.

PCCDC is not currently hiring for paid positions in this pillar. Volunteer, internship, and pro bono opportunities are available as programs develop.

Community Revitalization Coordinator

DEVELOPING

Coordinate neighborhood revitalization projects, engage residents, and support property improvement initiatives.

Neighborhood Outreach Coordinator

VOLUNTEER

Conduct door-to-door outreach, facilitate listening sessions, and connect residents to PCCDC programs and resources.

Community Ambassador

VOLUNTEER

Represent PCCDC in the community, share information about programs, and support neighborhood engagement efforts.

Cleanup Volunteer
